The SBV is the central bank of Vietnam. The SBV is the issuing body of the commercial banks and other banks. The SBV shall perform the function of State management of currency, banking operations and foreign exchange. The SBV issue money, acts as the banker of credit institutions and is the bank providing the Government with monetary services.

The commercial banks are operating under the control of the SBV. The commercial banks play an important role of an intermediary bank with its main function of intermediary credit, intermediary payment and create money.
