Foreigners may be allowed to deal in real estate in Vietnam. The real estate brokerage and valuation belong to scope of real estate services.

However, organizations and individuals are required to establish enterprises or cooperative, make real estate business registration in accordance with the provisions of law, expert individuals independently dealing in real estate brokerage services must make business registration and no need to establish enterprises or cooperative but must register business in accordance with law and process real estate brokerage certificate.

Until now, there has been no provision for foreign individuals to be allowed to setting up or become member of cooperatives. Hence, on this case, where a foreigner wishes to deal in real estate valuation, he/she must establish enterprise and be satisfied the relevant conditions of dealing in real estate valuation services. If he/she wishes only to deal in real estate brokerage services, he/she may register for dealing independently but must possess real estate brokerage certificate be issued by the competent bodies in Vietnam.
